Solar Panel Manufacturers in India: an overview
Every solar module used in a project covered by the Ministry of New and Renewable Energy's ALMM order has to come from a factory on the ministry's Approved List of Models and Manufacturers. List-I, for modules, is kept plant by plant: each entry gives the factory address, its BIS registration and an enlisted annual capacity, so large makers appear once for every site. After the September 2026 revision, enlisted module capacity stood at about 228.5 GW, against about 173 GW in March 2026. That one revision added 12.3 GW and brought in 12 new manufacturers.
Cells are now covered too. MNRE published the first ALMM List-II for solar cells on 31 July 2025, and from 1 June 2026 modules for covered projects must be built with cells from enlisted factories. Net-metering and open-access projects have been given until 31 December 2026. Enlisted cell capacity was about 35.5 GW after an August 2026 update, a small share of module capacity. Lines on the list include TP Solar's 4.5 GW PERC plant at Tirunelveli, Premier Energies and RenewSys in Hyderabad's E-City and Fab City, Avaada at Butibori and Reliance's heterojunction line at Jamnagar.
Much of this capacity was planned under the government's Production Linked Incentive scheme for high-efficiency solar PV modules, which has a combined outlay of Rs 24,000 crore. The first tranche, worth Rs 4,500 crore, awarded 8,737 MW of fully integrated capacity to three companies in late 2021. The second, worth Rs 19,500 crore, awarded 39,600 MW of fully or partially integrated capacity to 11 companies in April 2023. The incentive is paid for five years after a plant is commissioned. A third ALMM list, for ingots and wafers, is due to apply from 1 June 2028.
